Birth certificates in Cameroon: registering, copying, replacing

Cameroon’s civil status system has run on Law No. 2024/016 since 23 December 2024; the 1981 ordinance is gone. What follows is what the law itself says about deadlines, copies and lost certificates — and, since you are reading in English, about the language a certificate is written in.

One form, two languages, one language of record

Section 8 is short. The form’s headings are printed in English and French, in the same type; the certificate itself is drawn up in one of the two official languages. A certificate from Bamenda or Buea is usually filled in English — and a French-speaking office abroad then needs a translation, bilingual form or not.

That is where I come in, and only there: birth certificate translation. I do not issue copies — the civil status registrar does.

Registration deadlines

  1. Ninety days

    A birth is declared to the registrar of the place of birth within ninety days of delivery, orally or in writing (sections 9 and 10).
  2. Thirty days for the hospital, sixty more for parents

    For a birth in a health facility, its head, a doctor or a health professional declares it within thirty days; failing that, the parents have sixty more days (section 11).
  3. After that: requisition, then judgment

    Up to twelve months on the State Counsel’s requisition; beyond, only by declaratory judgment (sections 12 and 13). See declaratory judgment in Cameroon.

The stamp duty amount is set by the stamp legislation; I have not checked it.

A lost certificate

Lost the paper original? A full copy from the register stub, signed by the main centre that keeps it, is authoritative until proven forged. Lost the initial copy? Ask for a later copy from the national file (section 62).

What you must not do is have a second certificate drawn up. No one may hold two birth certificates; if it happens, only the older one counts, and prosecution remains possible (section 124).

When an office asks you to prove your nationality rather than your birth, that is a different document — the nationality certificate.
